Kunming City Mobilizes Entire City Resources to Boost the Cell Industry! Kunming's Plan for Cell Industry Development (2021–2035) Officially Unveiled

On August 16, 2022, the official website of the Kunming Municipal People's Government officially released the "Kunming City Cell Industry Development Plan (2021–2035)." The plan outlines: We will mobilize the entire city to build a stem cell and regenerative medicine cluster, positioning it as a flagship highlight of Kunming's booming healthcare industry. We will explore standardized guidelines for cell therapy technologies, preparation protocols, and clinical applications, while also driving the establishment of pilot programs focused on clinical research and translational applications in cell therapy—paving the way for innovative advancements in this field. Priority will be given to supporting the translation of autologous, minimally invasive cell therapies that currently lack effective treatment options but have demonstrated clinical efficacy.

3. Kunming Mobilizes the Entire City to Develop the Cell Industry
Kunming started relatively early in the field of cell therapy and clearly benefits from a strong industrial foundation. The Kunming City Plan for the Development of the Greater Health Industry (2019–2030) proposes mobilizing the entire city to build a stem cell and regenerative medicine cluster, positioning it as a flagship highlight of Kunming’s thriving health sector. In April 2019, the Leading Group for Developing the Cell Industry was established in Kunming City, with the city’s top Party and government leaders personally serving as chairpersons to strategically oversee, plan, and drive forward the city’s cell industry development.
(III) Exploring Policy-Led Demonstrations
Promote pioneering initiatives in cell therapy. Seize the opportunities presented by the construction of the Kunming area within the Free Trade Pilot Zone, particularly the historic chance to jointly build an international port city in Mohan Town, Mengla County, Xishuangbanna Dai Autonomous Prefecture—now under administrative control. Leveraging the unique characteristics of the cell industry, we will effectively utilize and adapt preferential policies and support measures across key areas such as talent development, land allocation, taxation, customs, finance, trade, and service guarantees. This will drive innovation in relevant policies and systems, accelerate the clearance of innovative drug research and development reagents, and pave the way for smoother domestic clinical trials of cutting-edge new therapies.
Establish a pilot demonstration zone for the cell industry, leveraging the free trade zone and the China-Laos Mohan-Moding Economic Cooperation Zone, while actively seeking support from the National Health Commission to promote pioneering initiatives in the cell industry. Actively seek support from the National Medical Products Administration to promote international multi-center clinical trials at medical institutions, enabling simultaneous drug trials for major diseases alongside global partners. Additionally, advance pilot initiatives in cell therapy, covering areas such as clinical trials, regulatory review and approval processes, and import/export customs clearance. Launch a pilot program to streamline the entry of special biomedical products into the country, establishing a joint oversight mechanism to ensure the safe handling of these items upon arrival.
Explore standardized cell therapy technical guidelines, preparation protocols, and clinical applications; promote the establishment of pilot programs for clinical research and translational applications in cell therapy; and investigate innovative pathways for the development of cell-based therapies. Prioritize supporting autologous, minimally invasive cell therapy technologies that have demonstrated clinical efficacy and currently lack effective treatment options.
