In accordance with the "Notice on Promoting Trade and Investment Facilitation and Innovation in Pilot Free Trade Zones," issued by the State Council (Guofa [2021] No. 12), and following the requirements of the "Overall Plan for the China (Beijing) Pilot Free Trade Zone, " we will focus on institutional innovation as the core strategy. Explore new models for the open development of stem cell technologies, gene diagnostics, and therapeutic innovations, while implementing major initiatives like tackling critical core technologies and enhancing clinical translation capabilities. These efforts will accelerate the creation of world-class industrial clusters. Facilitate cross-border financing for enterprises by launching a pilot program for one-time foreign debt registration within the free trade zones, and allow non-financial enterprises to consolidate multiple foreign debts into a single foreign debt account. Under controllable risk conditions, explore gradually lowering the threshold for cross-border two-way RMB pooling schemes in the free trade zones, making it easier for companies to conduct overseas operations. Actively investigate ways to expand both the eligible participants and the scope of these pooling arrangements. Additionally, support qualified finance companies within the free trade zones to obtain derivatives trading licenses. Further refine the Qualified Foreign Limited Partner (QFLP) framework by implementing balance-based management on the total scale of QFLP inflows, while permitting QFLP pilot funds to utilize overseas capital raised for investments in equity of unlisted domestic companies, as well as in non-publicly issued and traded common shares of listed companies (including block trades and transfer agreements). Finally, streamline the foreign exchange purchase procedures for overseas individuals working in China. For those who reapply for legitimate salary income conversion at the same bank during the validity period of their employment contracts, banks may waive the need to review repetitive documentation based on the initial application process.

II. Highlight "Approval Equals Operation," Leading the Reform of Business Licensing for Enterprise Operations

5. Leveraging the government service halls within the free trade zones, we will establish a model smart government service center. Actively optimizing and upgrading government service halls across all pilot free trade zones will set a benchmark for building city-wide government service platforms. We’ll explore an innovative "decentralized services + same-city integrated processing" model, piloting initiatives such as embedding business establishment services directly into bank branches and community centers located inside the free trade zones. Additionally, we’ll continuously enhance the智能化 level of the "e-Window Pass" platform by offering scenario-based services in key processes like autonomous enterprise name registration, intelligent matching of business addresses (operating locations), and standardized selection of business scopes—guiding enterprises to accurately complete their applications. Furthermore, we’ll advance the "smart approval" model by integrating cutting-edge technologies that enable automatic data comparison, rapid and efficient verification of application information, and expedited license issuance. Finally, we’ll prioritize improving the online functionality for inter-departmental and cross-level collaborative services, promoting a streamlined process characterized by "one set of documents, one application form, single submission, single-window acceptance, integrated online processing, and one-time completion."

8. Support pilot programs within the free trade zones to implement classified reforms for engineering construction approvals across various types of projects. In selected areas of the free trade zones, introduce pilot initiatives such as "commence construction immediately upon land acquisition" and "issue permits right after property handover (or land delivery)." Additionally,试行 a commitment-based system for construction permits on eligible enterprise investment projects within the free trade zones. Starting with measures like "integrating surveying and mapping agencies" and "using a single standardized measurement approach," advance the "multi-survey integration" reform. Optimize regulatory and approval processes for construction projects by piloting a parallel approval model for key stages—including the issuance of the project planning permit, construction work permit, review of standards for civil defense facilities in construction projects, and fire safety design reviews for special construction projects—allowing applicants to submit applications once and receive permits simultaneously through fully digital, online procedures. Expand the scope of exemptions from mandatory construction drawing reviews, establishing a positive list of new, renovated, and expanded projects that qualify for this exemption. Finally, explore and develop new mechanisms tailored to urban renewal and the transformation of aging industrial parks and factory complexes, ensuring streamlined fire safety design reviews and acceptance processes, ultimately achieving "single-site inspections for final acceptance."

6. Focusing on the operational needs of key industries, we will comprehensively accelerate approval processes. Specifically, we’ll explore streamlined approval procedures for performance agencies within the free trade pilot zones engaging in commercial performances, implementing urgent measures to ensure approvals are completed within 1 to 10 working days based on business requirements. Additionally, we’ll provide customs clearance services for performance instruments personally carried by individuals entering the country to participate in cultural events, offering options for advance declarations and enabling swift on-site clearance. 7. Explore granting greater autonomy over land allocation to the pilot free trade zones. Encourage these zones to optimize the methods of supplying industrial land, adopting flexible approaches such as long-term leasing, lease-then-transfer models, and variable-term land supply for industrial and R&D purposes. Support the implementation of "standard land" auctions for industrial use, enhancing overall allocation efficiency. Additionally, facilitate the rational conversion between different types of industrial land uses and refine policies governing land-use changes and consolidation. Explore expanding the availability of mixed-use industrial land. Promote the seamless integration of "one blueprint to the end," leveraging the existing foundation of the "multi-plan integration" information system. Encourage the Free Trade Zone to take the lead in piloting integrated solutions for real estate registration combined with utility transfer processes—enabling users to submit applications once, complete procedures online through a single platform, and finalize everything at a single service center. Pilot initiatives will advance the development of the "One-Thing Electricity Access" system, while also identifying and streamlining the list of approval items that can be handled via the "notification and commitment" approach. For these streamlined approvals, once the construction entity submits a commitment letter, the approval result will be issued immediately. Additionally, efforts will be made to ensure seamless coordination between municipal infrastructure access and project development. In eligible areas within the Free Trade Zone, a "plug-and-play service" model will be promoted: During the grid planning phase, government departments and power companies will jointly share regional development, construction, and investment promotion data. At the land leveling stage (primary development), the primary developer will proactively install temporary power transformers as part of the overall site preparation, delivering electricity directly to customers' doorsteps. Once enterprises enter the secondary development phase, they can easily connect to nearby temporary transformers for immediate power supply. In designated areas meeting specific criteria, permanent power infrastructure will even be pre-built ahead of time according to standard permanent-use requirements, ensuring a swift transition from temporary construction power to reliable, long-term service after project completion. Finally, the Free Trade Zone will further deepen its "non-prohibition, no-approval-needed" reform by exploring ways to expand the scope of non-prohibited zones. As a result, 35 kV and lower-voltage electricity connection projects, along with medium-pressure and lower-gas connection projects, will no longer require separate road excavation permits when located outside prohibited areas. To enhance efficiency, the Free Trade Zone will also roll out an "Internet + Smart Water Management" model, introducing a "one-stop" water service solution. Through the city's engineering project approval and service platform, user information will be seamlessly forwarded to water utilities via a single form. This empowers water providers to offer proactive, on-site support, proactively engaging with customers to better meet their municipal utility needs.

Additionally, develop cross-departmental coordination mechanisms specifically tailored to address IP disputes arising at trade fairs and exhibitions, accelerating infringement determinations and facilitating timely dispute resolution. Further, investigate the application of pre-litigation injunction measures in the IP domain of trade shows, including issuing preliminary rulings that order immediate cessation of infringing activities once patent infringement has been confirmed—effectively preventing products accused of infringement from being displayed at the event. Finally, pilot the establishment of trademark oversight collaboration and information-sharing frameworks within free trade clusters, implementing robust protection measures for corporate trademarks and effectively tackling the persistent issue of malicious trademark squatting. Develop a new "smart bankruptcy" model by leveraging advanced technologies like blockchain cloud platforms, intelligent review systems, and automated adjudication tools, further enhancing the smart bankruptcy framework to ensure efficiency, convenience, and transparency in bankruptcy proceedings. Additionally, strengthen and refine the coordinated mechanisms between government agencies and courts, promoting the timely establishment of a system for updating equity ownership in restructured enterprises. Allow bankruptcy administrators to submit civil rulings issued by the court—specifically, draft restructuring plans—to request the lifting of equity freezes on restructured companies, thereby facilitating smooth equity transfer registration. Finally, improve the credit restoration system for bankrupt enterprises and optimize real estate disposal procedures. Establish an online platform for publicly disclosing the status of corporate bankruptcies and exits.

5. Highlight distinctive features and deliver精准 services to drive innovation in the investment promotion system

13. Introduce a new, innovative investment attraction model tailored to the Free Trade Zone’s unique features. Deeply advance the "Chain Leader System" and the "Business-to-Business Investment Promotion" model, targeting leading enterprises from the "Global Fortune 500," "China's Top 500," and key industries prioritized for development in each district. Collaboratively drive project implementation through coordinated efforts between the city and its districts. Launch the Free Trade Zone Investment Promotion Partnership Program, encouraging each FTZ cluster to engage in extensive, practical collaborations with international business associations, think tanks, as well as financial institutions, consulting firms, accounting services, and legal professionals—leveraging these partnerships to enhance the platform effect of investment promotion agencies. Finally, refine the incentive mechanisms for attracting investments within the Free Trade Zones. Based on Beijing’s Free Trade Zone’s unique characteristics, functional positioning, and resource strengths, strengthen the industrial foundation and refine support policies for key areas and emerging business models within the zone—such as technological innovation, the digital economy, biopharmaceuticals, and green finance. Focus on high-value, niche industry segments in the priority tracks of the Free Trade Zone’s key parks, encouraging each park to formulate targeted policies aimed at bolstering and complementing their respective industrial chains. Additionally, we will encourage foreign capital to actively participate in key city-wide initiatives such as the construction of the Urban Sub-center, the International Science and Technology Innovation Center, and the global benchmark smart digital economy city. We also encourage private capital to invest in operational infrastructure, advanced manufacturing, public utilities, and social welfare sectors within the free trade pilot zones. Focus on streamlining the process for overseas investment filings specifically for enterprises within the Free Trade Pilot Zone, aiming to approve applications that are complete and meet statutory requirements within three business days. Once approved, applicants will receive either the "Enterprise Overseas Investment Certificate" or the "Enterprise Overseas Institution Certificate." Building on the current paperless system for foreign investment filings (and approvals), accelerate efforts to standardize electronic versions of these certificates. Additionally, actively promote the establishment of an inter-departmental data-sharing and coordination mechanism to enable simultaneous processing of overseas investment filings, further enhancing both the efficiency and the rigor of authenticity checks in this area. 19. Promote the expansion of a batch of innovative measures—already piloted in the free trade zones—to the entire city. These initiatives include pioneering reforms in business registration systems, streamlining approval processes for engineering construction projects, and introducing innovative land-use models within the free trade zones. Regularly summarize the best practices and exemplary approaches developed by each free trade zone cluster, creating models that can be replicated and scaled up across all free trade zones. Once conditions are ripe and after thorough risk assessments confirm their safety, these measures will be rolled out and implemented citywide. Support the joint development of innovative measures aimed at enhancing investment freedom and convenience across the Beijing-Tianjin-Hebei FTZs, fostering the sharing and mutual benefits of policy and institutional breakthroughs. Explore establishing cooperative mechanisms for industrial transfer among the three provinces and cities' FTZs, as well as information-sharing platforms for investment promotion, to encourage stronger industry alignment, technological collaboration, and enhanced communication among enterprises. Firmly establish the overall national security outlook, reinforce bottom-line thinking and risk awareness, and build a comprehensive risk prevention and control system that matches high-level economic and trade rules.
