Chapter 4: Supporting the Commercialization of Innovation Outcomes

Chapter 3: Supporting Innovation, Research, and Development Trials

Article 2: Supporting Innovative Drug Research and Development. For new drugs that initiate clinical trials and are subsequently translated into practical applications within Daxing District, support will be provided in phases according to their R&D progress.

1. For a class of chemical drugs, a class of biologics, and a class of traditional Chinese medicines, support will be provided at RMB 10 million for Phase I clinical trials, RMB 20 million for Phase II, and RMB 40 million for Phase III, with a maximum annual support of RMB 100 million per company.

2. For Class 2 chemical drugs, Class 2 biologics (excluding in vitro diagnostic reagents), and Class 2 traditional Chinese medicines, financial support will be provided at different stages of clinical trials—Phase I, Phase II, and Phase III—amounting to RMB 3 million, RMB 8 million, and RMB 18 million, respectively. The maximum annual support for a single company will not exceed RMB 30 million.

Chapter 4: Supporting the Commercialization of Innovation成果

Article 3: Support for Obtaining Registration Certificates.

1. Projects that have recently received drug registration approvals and are implementing industrialization in Daxing District will receive a one-time support of 3 million yuan per approval, with a maximum annual support of 10 million yuan per company.

2. For first-generic drugs (chemical and biological products) targeting major diseases that have received drug registration approval and are being industrialized in Daxing District, a one-time support of 3 million yuan will be provided per product.

3. For Class III medical device products that have recently obtained registration certificates and are being industrialized in Daxing District, a support of 2 million yuan will be provided. However, the maximum annual support for a single enterprise will not exceed 5 million yuan.

4. For Class III medical device products that have passed the National Innovative Medical Device Special Review Process and subsequently obtain a Medical Device Registration Certificate, projects implementing industrialization in Daxing District will receive support of 3 million yuan per license.
