On May 10, the National Development and Reform Commission (NDRC) website released a notice announcing the issuance of the "14th Five-Year Plan for Bioeconomy Development," with several sections of the document specifically addressing cell therapy.

(5) Accelerate the enhancement of biotechnology innovation capabilities.

Develop cutting-edge technologies such as gene therapy, stem cell treatment, and immune cell therapy, strengthen collaborative links among industry, academia, research, and clinical application, accelerate the translation of these innovative technologies into marketable products and clinical practices, and drive the emergence of new treatment paradigms in regenerative medicine and precision medicine.

(8) Project for Enhancing Bioeconomy Innovation Capabilities

Building antibody drugs, fusion protein therapies, and biosimilars, Stem cell and cellular immunotherapy products , gene therapy products, Exosome-based therapeutic products – A technical platform for evaluating the quality and safety of traditional Chinese medicine, among other products.

(9) Promote the development of the healthcare industry.

Enhancing clinical healthcare standards. Developing microfluidic chips, Cell Preparation Automation Advanced technologies that drive antibody drugs, recombinant proteins, and peptides, among others. Cell and gene therapy products As biopharmaceuticals advance, we encourage the promotion of innovative drug research and development for major diseases such as chronic illnesses, cancers, and neurodegenerative disorders, as well as rare diseases.

Develop comprehensive technical guidelines for clinical applications of stem cell therapy, cellular immunotherapy, and cutting-edge medical technologies, and conduct scientific clinical evaluations.

(25) Promote pilot programs and initiatives first.

Effectively utilize the Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area Centers for Technical Review and Inspection of Pharmaceuticals and Medical Devices, Encourage piloting reforms in areas such as cell therapy, traditional Chinese medicine, and the regulatory oversight of TCM medical devices, leveraging the advantages of free trade pilot zones and the Hainan Free Trade Port. Leveraging the development of a highland for bioeconomy innovation and the new round of comprehensive innovation and reform trials, we will select cities with strong industrial foundations, vibrant market players, and robust regional influence to establish several bioeconomy pilot zones. These zones will serve as testbeds for pioneering reforms in critical areas of the bioeconomy, including technological innovation, market access and regulation, commercial applications, financial innovation, pricing mechanisms, and international collaboration. By fully attracting top-tier domestic and global innovation resources, these zones will foster the growth of cutting-edge technologies, emerging industries, innovative business models, and entirely new economic paradigms.
