Nine national ministries and commissions jointly issued a document: prioritizing the development of stem cell, immune cell, and gene therapy products.

Recently, nine departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Commerce, the National Health Commission, the Ministry of Emergency Management, the National Healthcare Security Administration, the National Medical Products Administration, and the State Administration of Traditional Chinese Medicine—jointly issued the "14th Five-Year Plan for the Pharmaceutical Industry."

The "Pharmaceutical Industry Development Plan for the 14th Five-Year Period," specifically "Column 1: Industrialization Project for Innovative Pharmaceutical Products," outlines the following priorities for biopharmaceuticals: In the antibody drug sector, the focus will be on advancing novel antibody therapies targeting diseases such as cancer, immune-related disorders, viral infections, and hyperlipidemia, as well as next-generation immune checkpoint modulators, multifunctional antibodies, G-protein coupled receptor (GPCR) antibodies, and antibody-drug conjugates (ADCs). Additionally, combination therapies involving antibodies alongside other therapeutic agents will be encouraged. In the vaccine field, key areas of development include innovative COVID-19 vaccines, herpes vaccines, multivalent human papillomavirus (HPV) vaccines, and polyvalent combination vaccines. In the recombinant protein drug segment, the emphasis will be on pioneering new-targeted therapeutics, along with upgrading and enhancing existing drugs through the adoption of long-acting technologies and innovative delivery methods. In other areas, Focus on developing immune cell therapies such as chimeric antigen receptor T-cell (CAR-T) and chimeric antigen receptor NK-cell (CAR-NK) therapies targeting novel targets and indications, as well as stem cell therapies, gene therapy products, and specific immunoglobulins.
The "Bio-pharmaceutical Industrialization Technology Breakthrough Project" outlined in "The 14th Five-Year Plan for Pharmaceutical Industry Development" highlights the following focus areas for biopharmaceutical technologies: Key efforts will be directed toward developing ultra-large-scale (≥10,000-liter/vessel) cell culture technologies, as well as next-generation products such as bifunctional antibodies, antibody-drug conjugates, peptide-drug conjugates, novel recombinant protein vaccines, and nucleic acid vaccines. Industrial-scale manufacturing technologies for innovative biopharmaceuticals such as cell therapies and gene therapies, novel drug delivery methods and advanced delivery systems, and next-generation vaccine adjuvants.
