Finally, integrate high-quality clinical resources to advance clinical trials for stem cell-based therapies and related services.

Promote the coordinated development of the healthcare, pharmaceutical, and health & wellness industries. Encourage medical institutions in our city to collaborate with enterprises, relevant departments, and other stakeholders to establish an application-driven innovation chain, jointly building a collaborative innovation ecosystem that integrates industry, academia, research, medicine, and government. This will facilitate the deep convergence of innovation, industrial, and service ecosystems. Leverage the city’s high-quality medical resources to create pilot bases for the clinical application of cutting-edge technologies and products—such as innovative drugs, advanced medical devices, and stem-cell therapies—fostering a positive cycle of "demonstration applications → clinical evaluation → technological innovation → widespread adoption." Additionally, proactively seek national-level accreditation for pilot programs focused on clinical translation and large-scale promotion of these emerging technologies and products.

By 2025, our city’s life safety industry will see its total output value surpass 100 billion yuan, marking the initial establishment of a robust life safety industry ecosystem. We will have nurtured and attracted over 100 science and technology-driven enterprises and R&D institutions, more than 300 manufacturing firms, and over 20 industry service organizations. Additionally, a number of innovative platforms and public service facilities will be elevated to national-level status. This will foster the concentration of cutting-edge innovation resources in life sciences and life safety, significantly boosting the region’s influence. Meanwhile, the spatial layout will remain scientifically balanced, with key industrial parks experiencing notable upgrades in their capabilities. Overall, industry support systems, talent services, and complementary infrastructure will become even more comprehensive and advanced.

By 2035, our city’s life safety industry is expected to achieve a total output value of over 300 billion yuan. The life safety industry continues to strengthen its role in driving the city’s overall industrial development, with smart park operations, integrated urban-industry growth, and an exceptional business environment now reaching world-class standards—making it a new flagship symbol of the city’s innovation, technology, and even its global image. The region boasts a vibrant ecosystem for related industries, fostering a robust culture of innovation and entrepreneurship. It has attracted a cluster of internationally renowned and domestically leading innovation and entrepreneurship service institutions, positioning itself as a technology leader in cutting-edge fields such as cell therapy and regenerative medicine, genetic testing and gene therapy, and bio-3D printing.
