Recently, the Beijing Municipal Government Information Office, in collaboration with the Beijing Municipal Bureau of Commerce, held a press conference on the Three-Year Action Plan for Open Reforms in Key Areas of the Comprehensive Pilot Program for Expanding Service Sector Opening-Up. At the event, eight comprehensive three-year action plans were unveiled—covering technology, internet information, finance, education, cultural tourism, healthcare and elderly care, professional services, and cross-sector initiatives—featuring a total of 190 open and innovative measures.

Thirty open-up and reform measures have been introduced in the healthcare and elderly care sectors. These initiatives further promote both domestic and international openness in healthcare and elderly care, pilot internationalized medical services, foster innovation in medical care delivery, enhance the availability of land resources for elderly care and healthcare facilities, and deepen the integration of medical and elderly care services. The goal is to establish a new, internationally aligned framework for Beijing’s healthcare and elderly care sectors, driving greater openness and collaboration on the global stage.

The reform measures explicitly state: Medical institutions in Beijing are encouraged to conduct cutting-edge clinical research projects on stem cell technologies, based on their respective technical capabilities and in accordance with relevant national regulations. (Completion deadline: by the end of December 2019; Responsible units: Municipal Health Commission, Municipal Science and Technology Commission)
