It is recommended that Hunan introduce a series of supportive policies, positioning the stem cell and regenerative medicine industry as a pioneering initiative to take the lead.

Background

General Secretary Xi Jinping emphasized that major scientific and technological innovations are critical national assets and powerful tools—assets that must be firmly in our own hands, achieved through self-reliance and independent innovation. "Stem Cell Research and Organ Repair" has been designated as one of the first batch of key projects launched under the National Key R&D Program during the 14th Five-Year Plan period. The "13th Five-Year Development Plan for Hunan's Pharmaceutical Industry," the "Hunan Provincial Health Industry Development Plan (2016–2020)," the "Hunan Provincial Science and Technology Innovation Plan for the 13th Five-Year Period," and the "Healthy Hunan 14th Five-Year Construction Plan" all outline strategies for advancing stem cell technology and accelerating the industrialization of breakthrough medicines. However, due to policy constraints, there remains a lack of clear pathways for clinical application and translation, resulting in a relatively slow pace of clinical translation and industrialization. As a result, it is challenging for individual enterprises alone to establish robust clusters in the fields of stem cells and regenerative medicine.

Recommendation

Provincial Political Consultative Conference members Wu Jinming, Kong Heping, Chen Hongzhong, and Zheng Ansheng jointly proposed that Hunan should follow the practices of cities like Tianjin and Shenzhen, granting clinical institutions within the free trade zone permission to carry out clinical applications of stem-cell therapies—and even allow cost-based pricing for these services. To attract nationwide stem cell technology and registered enterprises to gather in the park, creating a siphon effect that accelerates the implementation, commercialization, incubation, and industrialization of research projects, thereby fostering the development of Hunan Province’s stem cell and regenerative medicine industry cluster. It is recommended that the Provincial Drug Administration and relevant authorities establish a dedicated task force for drug application, aligning with the criteria set for leading enterprises within the province’s strategic emerging industry cluster in stem cells and regenerative medicine. This task force would support stem cell companies in swiftly advancing their applications for stem cell-based drugs, ultimately filling the gap in Class 1 innovative biological medicines—both in Hunan Province and across China.
